    Enron helped turn electricity into a speculative commodity by lobbying for deregulation and then exploiting flaws in California’s new energy market during the early 2000s. Instead of simply brokering electricity, the company’s trading division used complex and deceptive strategies to create artificial supply shortages and drive up prices for enormous profit.

    How Enron manipulated the energy market
    While California’s deregulation was partly responsible for creating market vulnerabilities, Enron and other trading companies actively manipulated the system to their advantage. Some of their tactics, which were given nicknames by traders, included:

    “Death Star”: Enron scheduled power transmission to pass through California on out-of-state power lines, then sold it back to the state to collect “congestion fees” paid for clearing traffic jams on the grid.

    “Ricochet”: Traders bought power at California’s capped price, sold it to a company outside the state, and then sold it back to California at an inflated price.

    “Get Shorty”: Enron would schedule power delivery that it did not actually need, then collect large payments when asked to reduce its energy use to “relieve” congestion.

    Plant shutdowns: Enron also collaborated with other energy producers to take power plants offline for “maintenance” during periods of peak demand, creating artificial shortages and driving up prices.

    The consequences of Enron’s actions
    These speculative and manipulative trading practices had disastrous consequences for California:
    Massive blackouts: The engineered supply shortages led to rolling blackouts across the state, leaving hundreds of thousands of customers without power.

    Bankrupt utilities: The three major utility companies—Pacific Gas & Electric (PG&E), Southern California Edison, and San Diego Gas & Electric (SDG&E)—were forced to buy electricity at wildly inflated wholesale prices but were blocked by state regulations from passing all of those costs on to consumers. PG&E eventually declared bankruptcy.

    Higher consumer prices: Despite the caps, consumers still faced higher prices, and the state government was forced to step in to help stabilize the market and raise retail rates.

    Financial losses: The crisis cost the state billions of dollars. On secretly recorded audio tapes, Enron traders were heard celebrating and bragging about how they were “stealing money from Grandma Millie”.
    The impact on the energy industry

    The exposure of Enron’s role forced a re-evaluation of market oversight. Federal investigators concluded that the flawed market design in California enabled significant manipulation. In response, Congress passed legislation to close the “Enron loophole,” a provision that had exempted electronic energy trading from federal oversight. This legislative change gave federal regulators more authority to police energy markets and prevent price manipulation and excessive speculation.
