The FBI has zero authority to do anything about foreign actors. They investigate and then the U.S. Attorney files charges. If the person or group they are looking for is overseas then they have two options. Come with hat in hand to foreign law enforcement and ask for the wanted person to be turned over for prosecution or ask the CIA and US military to kidnap them and bring them to the states to be arrested by federal agents.
