One more time, he used training ammo, it is a lighter, softer usually not fully jacketed round with less powder to reduce recoil which reduces velocity and penetration. It is designed be cheap and to hit paper within 200 yards for zeroing and practice yet also expand if it hits an animal, or Charlie Kirk’s neck.
