I think Mike says something pretty important in part 2. He puts out the idea that the Trump administration knows after the 1st time, any attempt of actually carrying out mass immigration would be actually cockblocked. So rather than go that route, they’re trying to make examples of people for a “chilling effect”. To me, this makes complete sense. They likely had this type of bait and switch in mind from the beginning.
