Iran is saying many of their Fattah hypersonic missiles were targeted at, and successfully hit, Israels Davids Sling and Arrow missile defense systems. If thats the case now might the best chance for Hezbollah to launch and all out missile barrage. Regardless, they need to strike in the next day or two before Israel has a chance to regroup.

In strategic nuclear doctrine, targeting civilians is called a counter value target. It’s generally seen as a waste because you’re better off attacking missles sites and command centers. With limited resources, Iran thought they could get the most value out of hitting the air base and Mossad HQ.
