There’s also a #4: this was part of the Sino-Soviet Split and allowed jews to pit China against the USSR. It was a very good idea at the time, as it created all kinds of opportunities for leverage games.

There are 2 good reasons for this.
1) digging up the coal is bad for the local environment.
2) in general the coal found in Europe is of lower quality than that found in China, America, Australia and Russia.
