One of Napoleon’s greatest accomplishments was that Europe had centuries of built up bureaucrat gang to the point the next town over would have different rules, regulations and sometimes even different weights and measurements. When he rolled through he standardized everything to Roman Cannon Law which was one of the most unifying things to happen to the continent.
