The party that really has the OP ability to erase all evidence of their wrongdoing seems to be the Jews. For thousands of years they do mostly the same crimes to the host population until they get expelled, then they return centuries later to find that the majority of goyim have forgotten about what was done to them and have to re-learn it through experience all over again.

The pedal powered brain bashing machine is one of those things that would actually be semi-practical for executions. Specifically if they ran it, as mentioned, as a captive bolt gun. Basically, the bolt is forced forward by air, and retracts via spring, and is less messy than a conventional gun.
