You can forgive while also demanding justice. These aren’t mutually exclusive things. However, it seems like a lot of the Protestant types think that forgiveness and justice are mutually opposed concepts. Catholicism teaches that we are to demand justice when people are wronged, a personal forgiveness of that person does not change that.
