Easiest way to remember what volts, amps and resistance is the water hose/pipe analogy
VOLTAGE is like the pressure that pushes water through the hose. It is measured in volts (V).
CURRENT is like the diameter of the hose. The wider it is, the more water will flow through. It is measured in amps (I or A).
RESISTANCE is like sand in the hose that slows down the water flow. It is measured in ohms (R or Ω).
Current is more like the amount of water passing through(gallon per second ~ joules per second) Conductor capacity is a better analogy for the size of the hose, or lack thereof. Try to shove too much water through it and the hose bursts. Smaller hoses offer more Resistance, etc. obviously the load (water wheel) has a larger resistance than the wire and is the most relevant element. The plug in the water is waterproofed. If it wasn’t the breaker would trip immediately. The GFCI is basically a breaker closer to the source. Its likely the current was leaking out through ground.
It’s not just a breaker though. All breakers do is limit current. You can die well with the current limit of a standard 15amp breaker.

The officer who shot and killed the tranny beaner is a member of BORTAC(Border Patrol Tactical Unit). It is not uncommon for Border Patrol to respond to local law enforcement requests for help especially within 100 miles of the border. BORTAC regularly trains with military SF units and a buddy of mine who served in the 19th SFG for 22 years said they regularly would train with them at Fort Bliss and Yuma Proving Ground.
