I have to conclude that what people were seeing was just plain packet loss in the internet, possibly at some overutilized peering point for the provider where the host sits, which is across the Atlantic. That’s likely why my London Streaming point did better than the US non-streaming at the time. They probably have bi-lateral peering agreements with ISPs on the continent but pay to get across the Atlantic… and that paid connection might be running real hot on occasion.
