It sounds like a more holistic interpretation of health, insofar as a virus or pathogen is not a threat in and of itself but it’s the terrain of the body (the normal gut and other flora and overall cellular homeostasis and general health of systems) that makes an individual sick or well. The idea is to save money by reusing the first stage. The first stage never leaves the atmosphere, and isn’t moving fast enough to heat up as happens with spacecraft on reentry.
Being a tube, the first stage isn’t really suitable for gliding back to earth like the space shuttle. Hence the attempt to make a practical tail-lander.
