Microbiology goy here. PCR cycles are replication cycles. Each cycle amplifies the DNA exponentially. So the more cycles there are, the more amplified the DNA fragment you’re looking for will be in the sample, so if it only shows up after 40 cycles, it’s been magnified by an incredible amount. 10 cycles is a HUGE difference when you think about it.

Also worth emphasising that it’s an exponential process, each cycle roughly doubles the sequence that is being bound by primers. Every time you add 3 cycles, you are getting 8x the bound material.
Even with highly specific primers for covid RNA you’re going to get so many false positives if you have too many cycles, just by nature of the exponential amplification. If the primers aren’t good to begin with, the cycle count won’t even matter because it’s all going to be shit data.
