I’m not a metallurgist, but recycled steel got a bad rap in the 1980’s when the Japs, who have no steel industry, were using recycled steel that still had rust in it. If you don’t eliminate the rust, it will come back with a vegeance. That’s why their cars got a reputation for being rust-buckets. This is no longer a problem but here in the salt states they were notorious, not that domestics were much better.
Interestingly there’s a market for pre-1945 steel salvaged from ships sunk prior to atmospheric nuclear tests, as it is free from nuclear isotopes. I forget why this makes it valuable, but there’s a big enough market for it that illegal salvage operations are basically erasing war graves in the Pacific to get at all that valuable metal.
It is called low background steel. It is steel that is only used in very niche industries, like very sensitive instruments (Geiger Counters). It is becoming less of a problem these days since most of the radiation from nuclear testing back in the 60s-70s is gone. This steel is formed when atmospheric oxygen that is contaminated with these isotopes is used to oxidize the carbon naturally found in iron so that it can be removed as carbon dioxide/monoxide in order to form steel. New steel produced back in the day also had this problem.
